‘Between 10 February 2023 and 14 March 2023, Dr Leong engaged in persistent communication with Ms A despite her indicating that she did not wish to be contacted by him. On 1 April 2023, Dr Leong accessed Ms A’s medical records without a legitimate clinical reason.
Dr Leong’s conduct has led to the Tribunal issuing him the following warning.
This conduct represents a clear and specific departure from the professional standards expected of a doctor. The required standards are set out in Good medical practice and associated guidance.
In light of Dr Leong’s insight and remediation, including the tools he has mastered to manage the impact of stress on his behaviour, the Tribunal has determined that Dr Leong’s fitness to practise is not currently impaired and therefore no restriction will be placed on his registration. However, if repeated, the conduct would likely result in a conclusion that Dr Leong’s fitness to practise is impaired. It is therefore necessary to issue this formal warning to place Dr Leong on notice about his future conduct and behaviour.
Dr Leong must not access anyone’s medical records without legitimate reason. Dr Leong must not persist with communication on topics beyond the point a colleague has made it clear they do not wish for them to be discussed.
