‘Dr Evans
From October 2019 to January 2024, Dr Evans engaged in a course of conduct in relation to Person A which amounted to harassment and stalking as defined by the Protection from Harassment Act 1997. The conduct was persistent and repeated. The conduct caused Person A distress and alarm. Dr Evans continued the conduct despite repeated requests by Person A to stop and despite two verbal warnings from the Police.
This conduct represents a clear and specific departure from the professional standards expected of a doctor as set out in Good Medical Practice and was sufficiently serious to amount to misconduct.
The misconduct occurred in a specific context in Dr Evans private life at a time when she was experiencing significant personal difficulties. There is no evidence that she has ever posed a risk to patients. These circumstances were significant mitigating factors which provided context and explanations whilst not excusing this behaviour. Dr Evans has undertaken substantial remediation and developed strategies to avoid repetition.
Whilst Dr Evans’ fitness to practise is not currently judged to be impaired by reason of her misconduct, and thus a restriction on her practice as a doctor is not required to protect the public, any repetition of such conduct is likely to result in a finding that her fitness to practise is impaired. Stalking and harassment are serious conduct which can leave victims feeling anxious, frightened, on edge and unsafe. It is necessary in response to issue this formal warning to place Dr Evans on notice about her future conduct.
Should Dr Evans engage in any future stalking or harassing behaviours, this risks bringing the profession into disrepute and is likely to result in a finding that her fitness to practise is impaired.
This warning will be published on the medical register in line with our publication and disclosure policy, which can be found at www.gmc-uk.org/disclosurepolicy.’
