Shaun Gallagher appointed as new Director of Strategy and Policy

We are pleased to announce the appointment of Shaun Gallagher as our new Director of Strategy and Policy.

Shaun joins us from the Department of Environment, Food & Rural Affairs (Defra) where he has held roles including Director-General of Strategy, and his current position, Director-General of Europe, International and Constitution. He has extensive experience in leading complex strategy, policy and delivery programmes across various areas of Government policy including; health and care, justice / legal services and the environment. 

Shaun brings with him over 25 years’ experience in policy and regulation, most of it in the health and care sector before moving to the Ministry of Justice and then Defra. He was Director-General, Social Care, Local Government & Care Partnerships at the Department of Health, with responsibility for a programme of Social Care reform, relationships with local government on the health and care agenda, and the set-up of patient champion organisation Healthwatch England. Prior to that he held a range of roles in health and care policy, including Director of Policy for the Medicines & Healthcare products Regulatory Agency, heading the office of the NHS Chief Executive, and private secretary to the Secretary of State for Health.

Commenting on the appointment, Charlie Massey said:

'I am really pleased that Shaun will be joining the GMC later this year. He comes at a pivotal time for the GMC and the wider healthcare system. Events over the past few months have underlined the key role the GMC has in building a sustainable medical workforce across the UK; one which must be equipped to navigate its way through the pandemic, Brexit, and address worrying inequalities for patients and healthcare workers. I have no doubt at all that Shaun’s skills and experiences will be invaluable in meeting those challenges.'

Shaun Gallagher said:

'I am delighted to be joining the GMC and returning to the world of health and care when it could not be more central to all our lives. I look forward to supporting the GMC’s ambitions to protect and promote patient safety by supporting the development of a diverse medical workforce with the right skills to lead and deliver the care that we know doctors want for their patients.'

As Shaun is currently a senior civil servant, we have followed guidelines from the Civil Servant management code which means that the appointment process takes longer than usual. However we will announce Shaun’s start date shortly and are looking forward to welcoming him to the GMC.
