Our Chief Executive and Senior Management team
Charlie Massey – Chief Executive and Registrar
Charlie leads our senior management team who are responsible for what we do day-to-day. The Chief Executive is also the Registrar, in which role Charlie has various functions specifically assigned in legislation.
He builds on the key reforms we've delivered, including:
- using our data to pinpoint trends and solutions to workforce challenges
- promoting equality, diversity and inclusion in doctors’ education and training
- introducing the Medical Licensing Assessment
Charlie joined us from his Director General role at the Department of Health England. Before that, Charlie was Director for Ageing Society and State Pensions at the Department for Work and Pensions.
He has also worked in a variety of roles across government and the wider public sector. During this time Charlie has led:
- improved funding of final salary pension schemes as Executive Director of the Pensions Regulator
- childcare and drugs reviews in the Prime Minister’s Strategy Unit
- work on Royal Mail and the future of the Post Office network at HM Treasury.
Shaun Gallagher – Director of Strategy and Policy
Shaun leads our work to understand and respond to developments in the external environment. This includes leading our strategy and policy work, and our data, research and insight capabilities.
Shaun joined the GMC in December 2020, having had over 25 years’ experience in central Government, most recently as Director-General in Department for Environment, Food and Rural Affairs leading its Europe and International work. He also worked as Director, Access to Justice in the Ministry of Justice, and prior to that, over 20 years in the Department of Health and Social Care. He was DHSC’s Director-General, Social Care, Local Government and Care Partnerships, with responsibility for social care policy, relationships with local government on the health and care agenda, and the set-up of patient champion organisation Healthwatch England.
Before that he held a range of roles in health and care policy, including Director of Policy for the Medicines and Healthcare products Regulatory Agency, heading the office of the NHS Chief Executive, and private secretary to the Secretary of State for Health.
Una Lane – Director of Registration and Revalidation
Una leads all aspects of our registration and revalidation work. This includes policy, implementation and operational delivery.
Una is also the senior sponsor at the GMC for our programme of work to bring physician associates and anaesthesia associates into regulation.
Una joined the senior management team in 2010. Before that, she was Assistant Director of Revalidation from 2007 and Head of Policy and Planning in the Fitness to Practise directorate between 2002 and 2007. Before joining us, Una worked at the Legal Services Commission for eight years.
Professor Pushpinder Singh Mangat – Medical Director and Director of Education and Standards
Professor Pushpinder Singh Mangat, known as Push, leads our work on medical education and professional standards, driving innovation in training and promoting compassionate leadership in line with the government’s 10-year workforce plan.
Push joined our senior management team in July 2025. He is a senior medical leader and consultant in intensive care and anaesthesia.
Born in India and raised in the UK, Push studied Medicine at the University of Birmingham, qualifying in 1983. His postgraduate training in general medicine, anaesthesia, and intensive care took place across several UK centres, including Llanelli, Swansea, Cardiff, Birmingham, and Cambridge.
In 1994, he was appointed Consultant in Intensive Care and Neuroanaesthesia at Morriston Hospital. He later held several senior clinical management roles, serving as Deputy Medical Director in Swansea from 2011 to 2018.
He became the first Medical Director of Health Education and Improvement Wales (HEIW) in 2018. He led the development of the Postgraduate Medical Deanery, and managed the Dental and Pharmacy Deaneries, Optometry, and the Revalidation Support Unit.
Push’s key achievements include implementing a new pharmacy curriculum and supporting the Eye Care Plan for Wales. In May 2024, he was appointed Deputy Chief Medical Officer for Wales, focusing on medical education and leading initiatives such as the Infected Blood Inquiry response and the implementation of new death certification processes.
Push has been honoured with the title of Honorary Professor of Medicine at Swansea University for his contributions in Wales.
Anthony Omo – General Counsel and Director of Fitness to Practise
Anthony leads our statutory fitness to practise function helping protect patients, public confidence in the professions and uphold professional standards. Anthony is also General Counsel and leads our in-house legal services.
Anthony joined the GMC as an in-house solicitor in 2003 before going on to become Principal Legal Adviser and then Assistant Director responsible for our Legal team in 2008. As Assistant Director, Anthony developed and expanded our in-house legal team to provide the full suite of legal services across the GMC.
Anthony also led the successful roll out of the Employer Liaison Service across the UK in 2011 and then led the service until it merged with other Outreach teams.
Anthony became Director of our Fitness to Practise directorate in 2013, and in 2015 he was appointed as our General Counsel. In this role, Anthony acts as senior legal adviser to our Council and the Chief Executive.
Anthony is the senior management team sponsor for our BME staff network and the Scottish Government.
Before joining us, Anthony worked in public service for the then Department of Health and Social Security, the Crown Prosecution Service and local authority. Anthony is also a solicitor.
Paul Reynolds – Director of Strategic Communications and Engagement
Paul leads the effective use of our communication and engagement channels, to make sure we provide clear, concise and relevant information to our audiences.
Paul joined us in 2018 from the Institute and Faculty of Actuaries, where he worked as Director of Public Affairs and Research. Previously, Paul was Director of Corporate Affairs at the UK Pension Protection Fund, and worked as Senior Communications Manager at the Office of Gas and Electricity Markets (Ofgem) for five years.
He started his career as a civil servant with the Benefits Agency and then the Department for Social Security, where his roles included Policy Manager and Private Secretary to the Secretary of State.
Neil Roberts – Director of Resources
Neil joined us as Director of Resources in 2003. Before that Neil worked in the commercial aerospace and defence sectors. He is a chartered management accountant.
