Good medical practice advisory forum

Twelve experts from outside of the GMC make up our Good medical practice advisory forum.

They’ve guided us through the review and acted as a sounding board for key decisions and developments.

Professor Emma Cave – Chair

Emma is a Professor of healthcare law at Durham University. Her primary areas of research are in compulsion, capacity and consent.

She co-convened the Medical Ethics Expert Group that advised the Infected Blood Inquiry and is currently a member of the Cass review advisory board.

She was until recently Deputy Chair of the statutory approvals committee for the Human Fertilisation and Embryology Authority and was awarded a Scottish Parliament Academic Fellowship to work on information disclosure.

Neil Tester – Deputy Chair

Neil was the Director of The Richmond Group of Charities. The Group is made up of major national health and care charities that aim to make sure that patient’s voices are heard when making decisions about care.

Before that, Neil was Deputy Director of Healthwatch England and led on work to increase the influence of people’s experience on health and social care policy and practice.

He’s also served as Director of Policy and Communications at Healthwatch and was Director of Communications and Marketing at the Chartered Society of Physiotherapy.

Mikaela Carey

Mikaela is a physician associate at St George’s University Hospital NHS Foundation Trust. She works in urology, and her main area of interest is robotic surgery.

Alongside clinical commitments, Mikaela works as a Health Education England (HEE) physician associate ambassador. Her most recent projects include workforce planning for physician associates.

Mikaela is also the Secretary to the Faculty of Physician Associate at the Royal College of Physicians where she chairs the professional standards committee.

Dr Josie Cheetham

Josie is a GP trainee based in Wales. Since graduating from the University of Birmingham, she’s gained a diploma in medical education and now teaches at Cardiff Medical School.

Josie has a passion for improving cultures and professionalism in medicine and is part of the Civility Saves Live group. She is also committed to championing the views of doctors in training and is the Vice-Chair of the British Medical Association’s (BMA) Junior Doctors Committee.

Dawn Hodgkins

Dawn is the Director of Regulation at the Independent Healthcare Providers Network (IHPN). She has a wealth of experience in both the independent and regulatory sectors, and was previously lead for independent sector healthcare at the Care Quality Commission (CQC).

Dawn initially trained as a nurse and worked in NHS and private hospitals for many years. She has a strong interest in human factors for patient safety and how we can develop a strong safety culture across the healthcare system.

Dr Henrietta Hughes OBE FRCGP 

Until September 2022

Henrietta is a GP in Central London. She recently stepped down as the National Guardian for the NHS, where she provided support to Freedom to Speak up Guardians working in national bodies, the NHS and independent sector organisations across England. 

She was also previously a Medical Director at NHS England. 

Professor Pali Hungin

Pali leads the Changing Face of Medicine commission at the Academy of Medical Royal Colleges. The group brings together medical professionals, patient groups and commercial organisations to explore the role of the future doctor.

He is also Emeritus Professor of Primary Care and General Practice at Newcastle University, and was previously Dean of Medicine at Durham University.

He held the role of President of the British Medical Association until 2017.

Eileen McEneaney MBE

Eileen is a registered nurse and health visitor, specialising in mental health and adult care. She is the designated registrant member from Northern Ireland for the Nursing and Midwifery Council and is a Florence Nightingale Leadership Scholar

Eileen was previously Executive Director of Nursing and User Experience in the Northern Health and Social Care Trust; and has held a range of senior operational roles in a large integrated Health and Social Care Trusts in Northern Ireland.

She also previously worked within General Practice Federations and led a review into the implementation of Child Death Reviews in Northern Ireland.

Professor Geeta Menon

Geeta is a consultant Ophthalmic Surgeon at Frimley Health NHS Foundation Trust in Surrey. She specialises in cataract surgery and has an interest in novel treatments for age-related macular degeneration.

In 2018, she was appointed by HEE to be the Postgraduate Dean across South London. She is also the Lead Dean for Cancer and Diagnostics and National Dean for multi-professional working at HEE.

Geeta is the Clinical Director for the National Institute for Health Research Kent, Surrey and Sussex Clinical Research Network. And she is involved in the VISION 2020 links programme, which set up Diabetic Retinopathy Screening (DRS) in Zambia, St Lucia and Northern India.

Lucy Mulvagh

Lucy is the Director of Policy, Research and Impact at the Health and Social Care Alliance Scotland (the ALLIANCE).

She has an MA in Human Rights from the University of Essex and spent several years working in international human rights, predominantly with indigenous and minority peoples in central Africa.

She is a Fellow of the Royal Society for Arts, Manufactures and Commerce, and sits on the Board of two national Scottish charities: Engender and the Human Rights Consortium Scotland.

John Randell

John is a senior anaesthesia associate with ten years post-qualification experience. He is a HCPC registered Operating Department Practitioner and a board member for the Association of Anaesthesia Associates.

John is in the final year of his PhD on medical research and is the Principal Investigator on the Iron Supplementation for Iron Deficiency in Arthroplasty clinical trial. He is also actively involved at driving quality and safety improvements at his trust.

Joan Saddler OBE

Joan is Director of Partnerships and Equality at the NHS Confederation. She leads on equality, diversity and inclusion and recently launched the national BME Leadership Network. She is also Co-Chair of the national NHS Equality and Diversity Council.

Joan was previously National Director of Patient and Public Affairs at the Department of Health and has held positions as an NHS Trust Chair and voluntary sector Chief Executive.
