The Panel considered the case of Dr Arora and determined to impose an order of conditions on his registration for a period of 18 months (until 16 March 2010).  The conditions are as follows:

  1. He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer.
  2. He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
  3. He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
  4. He must inform the GMC if he applies for medical employment outside the UK.
    1. He must confine his medical practice to National Health Service posts, as in his current post as a Clinical Fellow in Neurosurgery at Royal Preston Hospital or, in any other posts, as a Senior House Officer or equivalent, where his work will be supervised by a named Consultant.   
    2. He must seek a report from his supervisor for consideration by this Panel, prior to any review hearing of this Panel.
  5. He must not undertake any locum posts of less than 3 months duration.
  6. He must inform the following parties that his registration is subject to the conditions, listed at (1) to (6), above:
    • Any organisation or person employing or contracting with him to undertake medical work;
    • Any locum agency he is registered with or applies to be registered with (at the time of application);
    • Any prospective employer (at the time of application).

15 May 2007 and determined that it should be maintained for the remainder of the duration of the order (until 14 November 2008).  The conditions are as follows:

    1. He must confine his medical practice to National Health Service posts where his work will be supervised by a named Consultant/GP Principal.
    2. He must seek a report from his supervisor for consideration by this Panel prior to any review hearing of this Panel.
  1. He must not undertake a locum post of less than 1 month or undertake any out-of-hours work.
  2. He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of  his employer and PCT on whose Medical Performers List he is included.

The Panel reviewed the order of suspension made on 14 May 2007, changed to an order of conditions on
30 October 2007, and determined that the conditions should be maintained for the remainder of the duration of the order (until 13 November 2008).  The conditions are as follows:

  1. He must notify the GMC of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer(s) and any PCT on whose Medical Performers List he is included.
  2. He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
  3. He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
  4. He must inform the GMC if he applies for employment outside the UK.
  5. He must not prescribe opioids and/or benzodiazepines.
  6. He must not treat any known drug addict for their addiction.
  7. He must not prescribe for himself or a member of his family.
  8. He must confine his medical practice to posts within the National Health Service where his work will be supervised by a named Consultant or GP Trainer or GP Principal or equivalent and not undertake any private practice save for the writing of medical or medico-legal reports.
  9. He must not undertake any locum post of less than one month’s duration.
  10. He must not undertake any out of hours work or on-call duties.
  11. He must seek reports from any practitioner responsible for supervising his work and from any employer for consideration by this Panel, as to his work (and, in particular, his prescribing) prior to any review hearing of this Panel.
  12. He must inform the following parties that his registration is subject to conditions 1 to 11:
    • Any PCT on whose Medical Performers List he is included or seeks inclusion on;
    • Any organisation or person employing or contracting with him to undertake medical work;
    • Any locum agency he is registered with or applies to be registered with, at the time of application;
    • Any prospective employer, at the time of application.

The Panel further directed the Registrar of the GMC that an application should be made to the relevant Court for an extension of the interim order under Section 41A (6) of the Medical Act 1983, as amended.
