The Panel reviewed the order of conditions made on 2 April 2008 and directed that it should be maintained for the remainder of the duration of the order (until 1 October 2009). The conditions are as follows:

  1. He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer.
  2. He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
  3. He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
  4. He must inform the GMC if he applies for medical employment outside the UK.
  5. He must seek a report from the persons advising the GMC in relation to his fitness to practise, for consideration by this Panel, prior to any review hearing of this Panel.
  6. He must keep his professional commitments under review and limit his medical practice in accordance with the recommendations of the person(s) advising the GMC in relation to his fitness to practise.
  7. He must cease work immediately if the person(s) advising the GMC in relation to his fitness to practise recommend that he does so.
  8. He must not prescribe for himself, or a member of his family.
    1. In National Health Service posts, he must confine his medical   practice to general practice posts under the supervision of a named GP Principal.
    2. He must seek a report from his supervisor for consideration by this Panel, prior to any review hearing of this Panel.
    3. He must not work as a locum or undertake any out-of-hours work or on-call duties.
  9. He must inform the following parties that him registration is subject to the conditions, listed at (1) to (9), above:
    1. Any organisation or person employing or contracting with him to undertake medical work,
    2. Any prospective employer (at the time of application),
    3. The PCT in whose Medical Performers List he is included, or seeking inclusion (at the time of application),
    4. His Regional Director of Public Health.

The Panel reviewed the order of conditions made on 21 July 2006, extended by the High Court, and directed that it should be maintained for the remainder of the duration of the order (until 19 January 2009). The conditions are as follows:

    1. He must confine his medical practice to NHS hospital posts where his work will be supervised by a named Consultant.
    2. He must seek a report from his supervisor for consideration by this Panel, prior to any review hearing of this Panel.
  1. He must not undertake any locum posts of less than two months duration.
  2. He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer.
  3. He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
  4. He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
  5. He must inform the GMC if he applies for employment outside the UK.
  6. He must inform the following parties that his registration is subject to the conditions, listed at (1) to (6), above:
    • Any organisation or person employing or contracting with him to undertake medical work ,
    • Any locum agency he is registered with or apply to be registered with (at the time of application),
    • Any prospective employer (at the time of application).

The Panel further directed the Registrar of the GMC that an application should be made to the High Court for an extension of the interim order under section 41A (6) of the Medical Act 1983, as amended.

The Panel reviewed the order of conditions made on 10 September 2007 and directed that the conditions should be varied for the remainder of the duration of the order (until 9 March 2009). The varied conditions are as follows:

  1. He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer and PCT on whose Medical Performers List he is included.
  2. He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
  3. He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
  4. He must inform the GMC if he applies for medical employment outside the UK.
    1. Any work that he undertakes in general practice, including out of hours work, must be carried out under the supervision of a named GP Principal or Senior General Practitioner. 
    2. He must seek a report from his supervisor(s) for consideration by this Panel, prior to any review hearing of this Panel.
  5. He must meet with the Postgraduate Dean / Director of General Practice Postgraduate Education, or their nominated deputy to discuss his Performance Assessment report and develop a Personal Development Plan to address the deficiencies in both his knowledge base and communication skills.
  6. He must seek a clinical mentor, to be approved by his Postgraduate Dean/ Director of Postgraduate General Practice Education, or their nominated deputy.
  7. He must not undertake any work as a forensic medical examiner or in a prison setting. 
  8. He must inform the following parties that his registration is subject to the conditions, listed at (1) to (8), above:
    1. Any organisation or person employing or contracting with him to undertake medical work;
    2. Any locum agency or out-of-hours service he is registered with or applies to be registered with (at the time of application);
    3. Any prospective employer (at the time of application);
    4. The PCT in whose Medical Performers List he is included, or seeking inclusion, (at the time of application).
