The Panel determined to impose an order of conditions on Dr Dagg-Heston’s registration for a period of 18 months (currently due to expire on 10 March 2010). The conditions are as follows:
- He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer.
- He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
- He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
- He must inform the GMC if he applies for medical employment outside the UK.
- He must co-operate fully with Hounslow PCT and follow its recommendations to improve his practice in a timely manner.
- He must undertake an appraisal of his professional practice and forward it to the GMC in advance of the next review hearing.
- He must seek the advice of his Director of Postgraduate General Practice Education in respect of his continuing professional development and follow his or her recommendations, and provide evidence that he has done so to the GMC in advance of the next review hearing.
- He must agree to the appointment of a mentor as approved by his Director of Postgraduate General Practice Education (or their nominated deputy) and submit his or her report to the GMC in advance of the next review hearing.
- He must attend a course in anger management, approved by his mentor or Director of Postgraduate General Practice Education and submit evidence of attendance of said course in advance of the next review hearing.
- He must complete the outstanding drug audit, as required by Hounslow PCT and submit evidence to the GMC that he has done so before the next review hearing.
- He must inform the following parties that his registration is subject to the conditions, listed at (1) to (10), above:
- Any organisation or person employing or contracting with him to undertake medical work.
- Any locum agency he is registered with or applies to be registered with (at the time of application).
- Any prospective employer (at the
time of application).
- The PCT on whose Medical Performers List he is included, or seeking inclusion (at the time of application).

The Panel further notified the Registrar of the GMC that an application should be made to the High Court for an extension of the interim order under section 41A (6) of the Medical Act 1983, as amended.
The conditions are as follows:
- He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer.
- He must allow the GMC to exchange information with his employer or any organisation for which he provide medical services.

Except in life threatening emergencies, he must not undertake any consultations with, or examinations of, a female patient without a chaperone present. The chaperone must be a member of the South Essex Partnership NHS Foundation Trust medical or nursing staff.
- He must maintain a legible log, using patients’ initials rather than their full names, detailing every case where he has undertaken a consultation or examination with such a patient. The log must state clearly the clinical reasons why any examination was undertaken.
- Each case where he has undertaken a consultation with such a patient must be signed by the chaperone. The log should contain the chaperone’s name, which should be written clearly next to their signature, as well as their role or status.
- He must maintain a legible log detailing every case where he has undertaken a consultation with such a patient in a life-threatening emergency, without a chaperone present.
- He must provide a copy of these logs to the GMC prior to any review hearing of this Panel or, alternatively, confirm that there have been no such cases during that period.
- He must confine his medical practice to his current Associate Specialist post at South Essex Partnership NHS Foundation Trust dealing with the care of elderly patients.
- He must inform the following parties that his registration is subject to the conditions, listed at (1) to (6), above:
- Any organisation or person employing or contracting with him to undertake medical work.
- The PCT in whose Medical Performers List he is included, or seeking inclusion (at the time of application).

The Panel further notified the Registrar of the GMC that an application should be made to the High Court for an extension of the interim order under section 41A (6) of the Medical Act 1983, as amended.
The conditions are as follows:
- He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer.
- He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
- He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
- He must not undertake any locum posts.
- He must confine his medical practice to general practice posts as a salaried GP under the supervision of a named GP principal.
- He must only prescribe drugs under arrangements which have been agreed between the GMC and the medical practitioner of principal grade supervising his work.
- He must keep his professional commitments under review and limit his medical practice in accordance with the recommendations of the person(s) advising the GMC in relation to his fitness to practise.
- He must cease work immediately if the persons advising the GMC in relation to his fitness to practise recommend that he does so.
- He must seek a report from the persons advising the GMC in relation to his fitness to practise, for consideration by this Panel, prior to any review hearing of this Panel.
- He must inform the following parties that his registration is subject to the conditions, listed at (1) to (9), above:
- Any organisation or person employing or contracting with him to undertake medical work.
- Any prospective employer (at the time of application).
