The Panel considered the case of Dr Hines and determined to impose an order of conditions on his registration for a period of 18 months (until 28 February 2010).  The conditions are as follows:

  1. He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer and PCT on whose Medical Performers List he is included.
  2. He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
  3. He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
  4. He must inform the GMC if he applies for employment outside the UK.
    1. Except in life threatening emergencies, he must not undertake an intimate examination of a female patient without a chaperone present. The chaperone must be a fully registered medical practitioner or fully registered nurse.
    2. He must maintain a log detailing every case where he has undertaken an intimate examination of a female patient, which must be signed by the chaperone.
    3. He must provide a copy of these logs to the GMC prior to any review hearing of this Panel or, alternatively, confirm that there have been no such cases during that period.
  5. He must inform the following parties that his registration is subject to the conditions, listed at (1) to (5), above:
    1. Any organisation or person employing or contracting with him to undertake medical work
    2. Any locum agency or out-of-hours service he is registered with or apply to be registered with (at the time of application)
    3. Any prospective employer (at the time of application)
    4. The PCT in whose Medical Performers List he is included, or seeking inclusion (at the time of application)
