The Panel determined to impose an order of conditions on Dr Gilbey’s registration for a period of 18 months. The conditions are as follows:

1. He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer.
2. He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
3. He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
4. He must inform the GMC if he applies for medical employment outside the UK.
5. 1. He must confine his medical practice to NHS  
      General Practice posts under the supervision of a named GP Trainer/supervisor where he will be able to undertake retraining in accordance with the recommendations for retraining identified in the NCAS report dated 25 September 2007;
   2. He must seek a report from his supervisor, for consideration by this Panel, prior to any review hearing of this Panel.
6. He must not work as a locum or undertake any out-of-hours work or on-call duties.
7. He must not undertake any private work other than completing medical insurance reports or certifying applications for Heavy Goods Vehicle licences.
8. He must inform the following parties that his registration is subject to the conditions, listed at (1) to (7), above:
   • Any organisation or person employing or contracting with him to undertake medical work;
   • Any prospective employer (at the time of application);
   • The local health board or PCT in whose Medical Performers List he is included, or seeking inclusion (at the time of application).
