Interim Orders
The Interim Orders Panel made the following orders at its meeting on 24 July 2008:

The Panel reviewed the order made on 2 July 2007 imposing conditions on Dr Bracka’s registration and determined that the order remain in place (currently due to expire on 1 January 2009).
The Panel further notified the Registrar of the GMC that an application should be made to the High Court for an extension of the interim order under section 41A (6) of the Medical Act 1983, as amended.
The conditions are as follows:
- He must comply fully with the GMC with regard to any investigation into his fitness to practise.
- He must notify the GMC, in writing, prior to accepting, any professional appointment for which registration with the GMC is required and provide the contact details of his employer.
- He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
- He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
- He must inform the GMC of any current medical employer and if he applies for medical employment outside the UK.
- Except in life threatening emergencies, he must not undertake any consultation with a patient, whether in the NHS or in private practice, without a chaperone present. The chaperone must be a fully registered medical practitioner or fully registered nurse.
- He must maintain a log detailing every case where he has undertaken a consultation with a patient. The log, at the time of consultation, must be signed and dated by the chaperone with the patient identified by his/her NHS or Hospital number.
- He must provide a copy of this log to the Panel at least 14 days prior to any review hearing, he must also at that time confirm whether or not there have been any life-threatening emergencies which required him to undertake a consultation without a chaperone present.
- He must inform the following parties that his registration is subject to the conditions, listed at 1 to 8 above:
- Any organisation or person employing or contracting with him to undertake medical work.
- Any locum agency or out-of-hours service he is registered with or applies to be registered with (at the time of application).
- Any prospective employer (at the time of application)

The Panel reviewed the order of suspension imposed on Dr El Deeb’s registration on 8 February 2008 and determined to replace the order of suspension with an order of conditions (currently due to expire on 7 August 2009). The conditions are as follows.
- He must notify the GMC promptly of any professional appointment he accepts for which registration with the GMC is required and provide the contact details of his employer.
- He must allow the GMC to exchange information with his employer or any organisation for which he provides medical services.
- He must inform the GMC of any formal disciplinary proceedings taken against him, from the date of this determination.
- He must inform the GMC if he applies for employment outside the UK.
- He must confine his medical practice to work in NHS hospitals or other clinical settings approved by the Healthcare Commission, or other appropriate regulatory body.
- He must not undertake any out-of-hours work.
- Following treatment he must ensure that he provides patients with adequate advice regarding appropriate forms of contact, e.g. their GP, Accident & Emergency etc.
- He must not undertake any clinical consultations by e-mail.
- He must not provide his mobile phone number or e-mail address to patients.
- Except in life threatening emergencies he must not undertake any clinical consultation by telephone, with anyone other than a professional colleague
- Except in life threatening emergencies he must not undertake any consultation with, or examination of, a patient outside of an NHS hospital or other clinical setting approved by the Healthcare Commission, or other appropriate regulatory body.
- He must keep a log of all life threatening emergencies which required a consultation or examination as outlined in conditions 10 & 11, and must contact the GMC within 7 days of such an event occurring.
- Evidence of compliance with his conditions, or confirmation that the prescribed circumstances have not arisen, must be submitted to the IOP, in writing, at least 14 days prior to any review of the interim order.
